Such work cannot properly be regarded as within the scope

of the Chief Mechanical Engineer's duties as a Railway

Official.

The conditions under which these special

allowances were originally approved still obtain, and after

full consideration I am of the opinion that it would not be

equitable entirely to withdraw them merely on the ground

that the salaries attached to the appointments have been

revised. The allowances were granted for duties superimposed

upon those for which these officers were originally engaged,

and in both cases the extra work is responsible and heavy,

and is efficiently performed. At the same time, I think

that there is some justification for a reduction, and

I therefore recommend that the Traffic Manager be granted

an allowance of $75.00 a month, and the Chief Mechanical

Engineer an allowance of $100.00 a month, so long as the

existing combination of duties in each case remains in

effect.
